Governments in the UK and beyond have an urgent and compelling need to reduce budget deficits and the cost of central and local government. Many of the traditional cost-cutting methods deployed by government bodies (which have typically aimed to reduce costs by 5-10%) have proved to be short term fixes that damage the morale of people delivering the services. The current economic situation now requires governments to achieve ‘more and better for less’, yet the required levels of change (33% plus) are well beyond what most civil servants and public sector managers would consider possible without wholesale reductions in service or performance levels.
